An IPS officer named Rakesh Balwal was part of the NIA team that gave the court the 13,800-page charge sheet in the Pulwama terror attack. This led to a lot of arrests. Balwal is an IPS officer from the Manipur group of the 2012 batch. He was put in charge of the NIA as Superintendent of Police in 2018 for a four-year term.
As part of a policy change, Balwal, an IPS officer from the 2012 batch, was moved from the Manipur cadre to the AGMUT cadre (Arunachal Pradesh, Goa, Mizoram, and Union Territory) in November of this year. He will be there for three years.

Since he was a child, Rakesh Balwal has always wanted to work for the government. But he worked in mechanical engineering, but he never felt like he did it well. Because he was a Senior Section Engineer on the railroad, he had to start making plans right away. He did a good job at the job I gave him. But something was missing from his life.
He soon found out that what he really wanted was to help people directly, which is something I can do through public service. He thinks that people should choose a job based on their personality and nature, whether they want to work for the government, in engineering, for a global company, in banking, or on their own.
All of these areas need young people who are driven to help India grow. He decided to put everything he had into public service. In January of 2009, he started.

Rakesh Balwal comes from a small town in Rajasthan (J&K) called Udhampur. He is the first and only person from his area to get into the IAS or IPS. But what matters most is that he is committed to the cause and goal.
Even though he failed at first, he kept going because he was dedicated and never gave up on his dream. Even though he had failed many times, he always thought that one day he would win, which is what happened.

In the end, trying half-heartedly doesn’t get you anywhere. One can only reach their goal if they are really interested in it. Make a plan and stick to it no matter what, as well as a plan for reviewing what we’ve read to make sure we remember it.
IPS Rakesh Balwal Strategy
Rakesh Balwal says that the only way to get ready is to be motivated and pay attention. You should have a lot of drive to reach your goal. There will be times when you feel sad and like you can’t reach your goals. In the end, though, only those who get back up and keep going will be successful. When he was feeling down, he would watch encouraging videos of IAS/IPS toppers on YouTube and read Shiv Khera’s “You Can Win,” which helped him a lot. It is important to stay motivated throughout the planning process.
How to Pick Subjects That Are Not Required?
The extra work made him feel more comfortable than Mech Engg would have. He was interested in both Indian politics and politics around the world, so it made sense for him to study political science. Political science also helps a lot with G.S. and essay writing. He passed the second optional subjects of anthropology, sociology, and geography. He started out with all three, but after two weeks, he chose to major in Anthropology. During the three years of his trouble, he was at ease with these two.
He picked Anthropology and Political Science as two of his electives. This is a very rare mix in the field of civils. He thought the most important thing was that you were interested in the subject, not that it was popular or thought to score well. It takes a long time to get ready for the civil service. We can keep going with our studies because we are interested in what we are learning. Subjects for graduation, past success, and good study materials are all important things to think about. Rakesh said, “However, 2013 may be the last year that the civil test is optional for all recent candidates. So, in 2013, choose optionals like political science, public administration, sociology, economics, and so on that will be useful in the new pattern but are not optional. Before choosing an optional, he thinks it’s important to look over the course descriptions of the choices that have been chosen.
Look at the CSAT test format
Put all candidates on the same level, he said. They now have to do two papers worth 200 points each. Paper 1(GS) is now more about recent events. Paper 2 (CSAT) is also a change for the better, and those who are serious about getting into the public service will find it to be a good fit for their skills. The decision-making part of the CSAT is very interesting and gives you a lot of points. For G.S., you need to know what’s going on in India and the rest of the world, as well as know the basics well. Also, you should do a lot of objective-type tasks in the 20–25 days before the prelims exam. Time Management Rakesh Balwal worked from 9 a.m. to 5 p.m., Monday through Friday, at a train workshop. He used to study from 6 p.m. to 2 a.m., with an hour for dinner in the middle. That’s about six to seven hours of studying hard. This went up to 10–12 hours per day a month before the mains test. In January of 2009, he started. After 6 months, he knew how to do the basics of optionals and the G.S. standard part. He thought that 7 to 8 months was enough time to be ready to kill.
Rakesh used the Internet to keep up with what was going on. He used to go to sites like Gktoday, Jagranjosh, and Upscportal that were run by government offices. The internet is used to help with the study. But this can’t replace learning from newspapers, books, and other sources, since the internet can also be a distraction. Most people, for instance, will log into their Facebook accounts at the same time and waste time talking, etc. He also had this happen to him. But this is when one’s focus and self-control are put to the test; it is very important to resist the urge to go off track.
Interview
He was put on the panel with Alka Sirohi Mam for his interview. It went on for about 30 minutes. Even though he was asked a lot of questions about mechanical engineering, which he didn’t know much about and couldn’t answer well. Even so, he kept his cool and got a 168/300 grade and an IPS service award for it. Because of this, a person’s general effect is more important than what they say.
It’s important to take things like clearing civils and getting into IAS/IPS seriously. If you really want something, you can do anything in this world. Rakesh grew up in a town. He was an average student who got grades in the 60s and 70s in school and college. He didn’t go to top-tier universities, didn’t speak English with a convent accent, and worked full-time in the worst factory conditions. So, if he can do it, anyone else can, too.
The Civil Service Examination (CSE) is not a test of how well you can memorise, how smart you are, or how well you did in school. Instead, it is a test of how hard you are willing to work. His advice is easy to understand: get up and keep moving forward in a good way until you reach your goal.
IPS Rakesh Balwal Moved to AGMUT cadre on Deputation
IPS In a change to the policy, Rakesh Balwal, IPS (Manipur, 2012), has been changed from the Manipur cadre to the AGMUT cadre (Union Territory of J&K) for three years. “The Appointments Committee of the Cabinet under the Ministry of Personnel, Public Grievances and Pension has approved the proposal of the Union Ministry of Home Affairs for his inter-cadre inter-cadre deputation,” said the Appointments Committee of the Cabinet.
Balwal was sent to the NIA as Superintendent of Police for the last three and a half years. Balwal is one of the most important investigators in most cases in J&K. He was in charge of looking into the Pulwama attack and other terror funding cases in the Kashmir valley. Since he can’t go back to his own unit in Manipur right now because it would interfere with investigations in many cases in J&K, he has been sent to AGMUT.
Under the direction of Mr. Balwal, the NIA did not leave any stone unturned in its investigation. This included consulting with the FBI about the role of the JeM in the Pulwama attack.
