He is the oldest of four brothers, and he also has a sister. He was born in 1968, and he is now 53 years old. Naveen Choudhary hails from a humble family. Kumar attended Majhaulia Primary School for primary school and Laliteshwar Madhusudan High School in Anandpur, Darbhanga, for high school.
He afterwards moved to Patna, India, for further education. Naveen graduated from Patna University’s Bihar National College with a bachelor’s degree in economics.
Navin Choudhary, 53, is a principal secretary in the agriculture production department of the union territory. During his 26 years of service in Jammu and Kashmir, he has held various significant positions, including principal secretary to the governor, finance secretary, and principal secretary to former chief minister Mehbooba Mufti.
Since Articles 370 and 35A were taken away from Jammu and Kashmir, he is the first IAS officer to become a citizen of Kashmir. Naveen Kumar is a top IAS officer from the Jammu and Kashmir cadre from the 1994 batch. He lives in Bihar. He had put in a request to become a citizen after Articles 370 and 35A were taken away. Before the Union Territory Domicile Act went into effect on May 18, 2020, only people who lived in Jammu and Kashmir permanently could get citizenship. Now, anyone from an outer state who has lived in the state for 15 years can get citizenship of Jammu and Kashmir. CanIf a Jammu and Kashmir girl married a boy from another state, she used to lose her citizenship of the state. After this law goes into effect, however, both the girl and her children will be able to keep their citizenship of the state permanently.
In some ways, he got caught up in a process that was unfolding at Patna University in the early 1990s. The ambiguous university calendar, like in other parts of Bihar, was causing a significant outflow of students to other parts of the country for higher education, namely Delhi.
He, on the other hand, obtained his diploma from Patna University. However, Patna’s status as a breeding ground for future government employees was fast fading at the time. As a result, some state civil service aspirants have relocated to Delhi to prepare. Choudhary quickly followed suit.
His success in the civil service examination was widely acknowledged in Patna publications. He recalls the papers, making a point of emphasising his optional courses in the exam — sociology and public administration — as a kid with an uncanny recollection for unimportant facts.
But what made him stand out was that, unlike many other successful applicants with higher degrees, he was only a recent graduate. Unlike applicants with degrees in technical education, attempting and subsequently passing the exam with a basic graduate degree in humanities was a major risk.
It was frequently done by persons with arts degrees pursuing advanced degrees or research funds. It proved his unwavering dedication in certain ways, which was supplemented by a dash of luck that is required to pass such incredibly demanding exams.
Naveen Kumar Choudhary is a senior IAS officer from the state of Jammu and Kashmir. Despite his origins outside of Jammu & Kashmir, IAS Naveen Kumar became the state’s first Administrative Service officer to acquire a certificate of permanent residency. Naveen Kumar served for the Jammu and Kashmir administration for over 15 years.
Navin Choudhary, a 25-year-old slim and studious-looking young man, had made headlines for reasons that are still close to Bihar’s youth’s ambitions: triumph in the civil services exam. In Bihar, the next step would be to join the IAS’s home cadre, but he was unable to do so.
He has made a name for himself as the first non-local bureaucrat to be awarded residency in Jammu & Kashmir. He seems to have made up for his time away from home care.
