According to the DoPT, Naresh Kumar belongs to the AGMUT cadre and was recruited to the Indian Administrative Services in 1987 through the UPSC Civil Services Exam.
On the directives of the Union Ministry of Home Affairs, Naresh Kumar was relocated from Arunachal Pradesh, his previous posting, to New Delhi. Prior to his transfer, he was the Chief Secretary of Arunachal Pradesh.
In his previous tenure in Delhi, Naresh Kumar held the positions of chairman of the New Delhi Municipal Council (NDMC) and managing director of the Delhi Transport Corporation (DTC).

Naresh Kumar was born on November 18, 1963. He is from Delhi. At the age of 23, he was chosen for the UPSC Civil Services exam. His first day was August 24, 1987.
IAS Naresh Kumar is a Mechanical Engineer with a first-class degree. He received his Master’s Degree in Business Administration and also finished a management certification course at Duke University.
Naresh Kumar, IAS: My Journey Following his training at the UPSC CSE, he was appointed as Assistant Commissioner (Junior scale) and later as Additional Deputy Commissioner Under Secretary in Arunachal Pradesh.
Within two years of his initial appointment, he was elevated to Deputy Commissioner.
He was the Additional Magistrate in District Administration, land revenue management in East Delhi from 1993 to 1994. For one year in 1994, he was assigned as the Joint Secretary (Under Secretary) in the Ministry’s Home Department.
After that, he stayed in Delhi for a long period, serving as Administrator, Under Secretary from 1995 to 1996, Additional DM from 1996 to 1997, and Deputy Commissioner of South Delhi in 1997.
From 1997 to 1999, he was promoted and transferred to M/o Hoem Affairs as Deputy Secretary, and he also obtained foreign training from 1999 to 2000.
Naresh Kumar has also worked as the Deputy Secretary and Director of the Ministry of Home Affairs. From 2003 to 2005, he was named Chief Electoral Officer, with responsibility of administering elections as well as ensuring law and order in the country.
He was also the Resident Commissioner of New Delhi and the Secretary of the Ministry of Transport’s Shipping Department. From 2007 to 2009, he was Asst Commissioner – Joint Secretary of MCD in the NCT of Delhi, and he was also the Chairman of DTC until 2011.
